当施設Hostel Knotは、この度政府の発表した 「Go To キャンペーン」への施設としての申請を見送ることとなったことをご報告いたします。方針が定まらず二転三転するGo To キャンペーンで、旅行する皆様も大変困惑していると思います。
お客様を迎える立場として、公平性・平等性・妥当性などを考慮したうえで今回の決断に踏み切りました。このような判断に至った主な4つの理由を、簡単に説明させていただきます。
We would like to report that our facility, Hostel Knot will forgo the decision the Japanese government’s subsidy 「Go To Travel Campaign」. We understand that everyone who is traveling is baffled by the circumstances of 「Go To Travel Campaign」shifting from one to another.
Being in a position where we welcome guests, we have made this decision after considering fairness, equality, and validity of our guests. We would like to explain the 4 reasons of to why we have made this decision, and would appreciate your understanding.
1. 東京のみを対象外にする不公平
1. Unfair that only Tokyo is ineligible
各地方都市でも新型コロナウイルスの感染拡大が広がる中で、東京だけが一概に除外されたことに関して公平性が欠如していると考えます。政治的な意見を述べたいわけではないのですが、本来このGo to キャンペーンは皆様一人一人の税金が費やされていることも事実です。宿泊者の方々の平等性を考慮させていただきたいと思います。
Even though cities throughout Japan is battling with the spread of COVID-19, we feel the lack of fairness for those living in Tokyo. We don’t want to state any political opinions but the original goal for the 「Go To Travel Campaign」was so that every single person can spend their tax. We would like to treat all our guests with equality.
2. キャンペーンの今後の訂正・変更への危機感
2. Sense of crisis of the future revision of the campaign
政府では4月からこの政策を企て、実際にキャンペーン開始直前に内容や条件が変わっています。現在も分科会、医師会などの専門家の意見を踏まえながら状況は刻一刻と変化してきています。万が一、今後状況が悪化した場合の、キャンペーン内容の急訂正・急変更は、施設及びお客様の更なる混乱を招く可能性があると考えます。
From April 2020, the Japanese government has been planning this policy, but right before the campaign started, they changed some of the conditions and informations. Even now, based on the opinions of the subcommittee, medical association and other experts the situation changes from moment to moment, hour to hour. If by any chance, the situation deteriorates again, the sudden change of information regarding the campaign may cause confusion to both our guests and our staffs.
3. 観光庁が求める事業参画要領の曖昧さ
3. The ambiguity of the business participation guideline requested by MLIT Japan
「Go To トラベル事業に関しての取扱要領」には、具体的な数値は表記されていません。「座席の間隔を離すとはどのくらいの距離なのか」「人数制限は何人までが適切なのか」このような基準が数値として明記されていないのが現状です。それにも関わらず、この曖昧なルールを違反すると「店名の公表、給付金の取り消し」の対象とされてしまいます。当施設も宿泊施設として感染予防対策は最善を尽くしていますが、明確な基準を持たない事務局による調査による「対策不適切」という判定に正当性はないと考えます。そして、最終的にそのしわ寄せとして、施設をご利用いただくお客様にまでご迷惑をおかけしてしまうこととなります。それらのリスクを回避したいと考えています。
Concrete figures are not shown in the 「Go To Travel Handling Procedures」. The following are examples of the lack of information regarding the handling procedures;”How much space is required between each seat?” and “What is the appropriate number of people for maximum occupancy?” And if the facility violates any of the vague rules listed,”the facility’s name will be officially announced and the benefits will be cancelled”. Because we do not have a clear criteria, according to the “inadequate measures” of investigation affairs even if our hostel is taking measures to prevent the spread of the virus we are not able to justify it. And because we will have to bear the burden, we may cause inconveniences to our guests. We would like to avoid taking any risks.
4. 予約システムの複雑化
4. Complexness of the booking system
現在、当施設の公式HPからいただいたご予約には、他予約サイトの仲介手数料分が発生しない分、宿泊料金をお安く提供させていただいています。しかし、当施設で利用している自社予約システムからの予約は、この度のキャンペーンでは対象外とされています。国が指定する第三者機関の新たな予約システム (仲介手数料のかかるもの) を再導入しなくてはなりません。予約プロセスの複雑化によってご不便をかけてしまうとともに、施設としても再登録、管理、費用面で現実的でないと判断しました。
As of now, we offer a cheaper price if you book with us through our official homepage…other booking sites require a brokerage fee. The Go To Travel Campaign does not let us use our facility’s reservation system. We will need to re-install a new reservation system designated by the country’s third-party organization (which charges for a brokerage fee). Because of the complication of the booking system this may cause inconveniences to all of our guests. We have determined that the process of re-installing, management, and the cost itself is not realistic.
以上の４つを主な理由として、今回 Go To キャンペーンの参画を断念いたしました。今回のご報告は現時点での判断になっております。今後も政府の発表、感染拡大状況、社会情勢を見つつ情報の更新をおこなっていきます。日頃よりご愛顧いただいている皆様、合わせて当施設をご検討いただいている皆様において、ご理解いただけますと幸いです。
And those are the 4 main reasons as to why we have decided to forgo the decision of participating the “Go To Travel Campaign”. We will continue to release and update new informations after receive government’s official announcements, the situation of the spread of the virus, and the social situation itself. To everyone who has patronage with us and those who are considering to stay with us in the near future, we would appreciate your understanding.
